Despite spending like sailors on a long-delayed shore leave, our government couldn�t get its act together to host a Canada Day party. They claimed to be prepared for 500,000 people they expected to come to party on Parliament Hill, but could not even manage 25,000.

The disrespect shown for citizens who tried to attend is unforgivable. Never has the contrast between Ottawa �insiders� and the public been more conspicuous - or snobbish. Canada Day organizers seem to have been channeling Marie Antionette while preparing to let the masses know they just don�t count.

After the 2008 financial crisis erupted, the Harper government was able to bail out big institutional lenders by replenishing their coffers through a $200 billion "Extraordinary Financing Framework". This was possible without raising taxes because the Canadian government wholly owns the Bank of Canada, the lender of last resort, which can issue Canadian dollars without limit.

The Canadian government can always bail out commercial banks and can always pay interest on the federal debt, or can sharply reduce interest expenses by borrowing directly from its central bank. Stoking hysterical fears of unmanageable public debt is a tactic used by those with a small-government, low-tax agenda that largely benefits business and financial elites.

Since 1.3 million Canadians are today actively seeking work, the federal government should focus not on deficit reduction but on targeting full employment. This can be achieved by implementing a community level job guarantee program open to all skill levels in areas of health, education, and environmental protection. According to John Maynard Keynes, the public credit is not harmed by expenditures which make the economy more productive. "Look after the unemployment" he remarked, "and the Budget will look after itself."

The benefits of full employment include production of goods, services and income; on-the-job training and skill development; poverty alleviation; community building and social networking; social, political and economic stability; and social multipliers (positive feedbacks and reinforcing dynamics that create a virtuous cycle of socioeconomic benefits). An �employer of last resort� program would restore the government�s lost commitment to full employment in recognition of the fact that the total impact would exceed the sum of the benefits.
