Looks more like an opening shot of American protectionism to me.

President Trump has already mused over Canadian protectionism in the dairy industry citing our marketing system as injurious to US producers. The US system is unregulated, leading to under and oversupply of production. American producers are currently in an oversupply position and are angry that they cannot market their surpluses in Canada.

It appears that we are in for a rough ride on NAFTA negotiations. The real question is whether we have the tough negotiators on tap to stand up to US bully tactics. I suspect that the Trudeau Liberals are not up to the task.

Although programs that help parents on welfare make the transition to work can be very beneficial, they are only successful if job openings are actually available. Unfortunately, Canadian statistics indicate that for every job listing, there are five people seeking work.

After Argentina's fiscal crisis in 2001, their national government created 2 million public jobs specifically for impoverished heads of households. Workers received income in return for providing services to their low-income communities.

Our provincial and federal governments could initiate a similar job guarantee here, providing elder care, youth recreation, and food security. Far better to offer immediate paid work to individuals eager to earn their keep than to push them into frustrating games of musical chairs, applying for scarce jobs that only a lucky few can possibly ever get.

Footnotes:

1. The Job Guarantee: A Government Plan for Full Employment
http://www.thenation.com/article/161249/job-guarantee-government-plan-full-employment

"The benefits of full employment include production of goods, services and income; on-the-job training and skill development; poverty alleviation; community building and social networking; social, political and economic stability; and social multipliers (positive feedbacks and reinforcing dynamics that create a virtuous cycle of socioeconomic benefits). An employer of last resort program would restore the governments lost commitment to full employment in recognition of the fact that the total impact would exceed the sum of the benefits."

2. The JG / ELR and Real World Experience
http://neweconomicperspectives.org/2012/04/mmp-blog-47-the-jg-elr-and-real-world-experience.html

In the aftermath of its economic crisis that came with the collapse of its currency board, Argentina created Plan Jefes y Jefas that guaranteed a job for poor heads of households. The program successfully created 2 million new jobs that not only provided employment and income for poor families, but also provided needed services and free goods to poor neighborhoods.

3.  John Maynard Keynes quote:
http://www.nakedcapitalism.com/2011/12/wray-on-krugman-and-currency-sovereignty.html

The Conservative belief that there is some law of nature which prevents men from being employed, that it is rash to employ men, and that it is financially sound to maintain a tenth of the population in idleness for an indefinite period, is crazily improbable the sort of thing which no man could believe who had not had his head fuddled with nonsense for years and years".
